The headline is a good piece of advice as many people fell for the "accumulated salary" scam a few years back, and I believe that several of them got ripped off.
Although I disagree with the "great developer manager" part; he had some good software ideas and visions, but I wouldn't use those exact words to describe a person always screaming, yelling, lying, and constantly attempting to instigate conflicts between employees. Those features are evidence of a lack of management skills, lack of people skills, and a total lack of leadership skills.
As for the extra locks - although he is not a very stable person I think that part is more talk than action. I also heard him say several times that he wanted to arrange a "tuk-tuk accident" for an ex-employee but I don't think he ever carried out any of his threats of causing bodily harm. If he does, there are plenty of witnesses who have heard him utter such threats for years so it would not go unnoticed.
